Justice secretary Menardo Guevarra on Monday (April 19) said the Civil Service Commission (CSC) should set up up guidelines on what gifts government officials and employees can accept.
“If I may suggest the CSC commissioners, baka they may have to set specific guidelines para ang duda kung a government or public officer is exceeding the bounds of ethics,” Guevarra told reporters.
The Secretary lamented that at the moment “wala nga ganun klase rule.
“Kaya flexible so very relative ang concept,” he stated.
The Secretary noted the government follows what are under the Anti-Graft and Corrupt Practices Act and the Code of Ethical Standards for Public Officers.
“The CSC may create guidelines to implement the provision of the law at di pwede baguhin ng CSC the provison of the law itself because that is something for congress to do,” he said.
