Commission on Elections (Comelec) Commissioner Rowena Guanzon on Saturday (March 14) said the Metropolitan Manila Development Authority (MMDA) cannot impose a curfew while a lockdown is ongoing at the National Capital Region (NCR) due to the 2019 novel coronavirus disease (COVID-19) threat.
“MMDA cannot impose curfew,” she said in her latest Twitter post.
Guanzon explained “MMDA has no police power.”
“All its functions are administrative in nature,” the commissioner stressed.
Guanzon made the comment after the MMDA announced that a curfew of 8pm to 5 am will be imposed during the lockdown in Metro Manila.
President Rodrigo Duterte imposed the lockdown after the country raised to its alert to Red Sublevel 2 due to the rising COVID-19 cases in the country.
