Guevarra: Cops can arrest GCTA-freed inmates sans warrant

Justice Secretary Menardo Guevarra warned freed convicts who have yet to surrender that police need not warrants to arrest them.

“Hindi mo pa tapos yung sentence. There is reason, legal basis to have you arrested because that is a continuing offense,” he pointed out.

“Each minute, each hour, each day that you refuse to turn yourself in is a continuing commission of an offense and, for that reason, law enforcement agencies may arrest you even without a warrant,” he added.

To those who think they know better, the Secretary advised: “go to court.”

Guevarra made the reminded after President Rodrigo Duterte gave 1,914 freed convicts until Sept. 19 to turn themselves in.

The 1,914 convicts were freed since 2013 after being granted more good conduct time allowance (GCTA) under Republic Act 10592.

Duterte made the move ordering their return due to concerns that many of them were undeserving to be released.
