Guevarra reminds BuCor officials: Exclude heinous crimes convicts from computing GCTA
Justice Secretary Menardo Guevarra told the Bureau of Corrections (BuCor) not to slip up this time now that the revised implementing rules and regulations (IRR) of the good conduct time allowance (GCTA) law has spelled out that heinous crimes convicts are excluded from getting benefits.
“Alisin nyo na kagad yan,” he stressed.
“Wag ninyo na computin yung mga convicted of heinous crimes dahil hindi sila kasama sa additional benefits,” he added.
Guevarra made the reminded as the revised implementing rules and regulations of Republic Act 10592 is start to be implemented by October 4 after 15 days since its publication in dailies on September 19.
RA 10592 amended the Revised Penal Code to grant more GCTAs to inmates and allowed their much earlier release.
However, its IRR underwent revisions after undeserving convicts under the law were found to have benefited from.
Among those who were released but eventually surrendered to authorities were the four convicted in the 1997 rape-slay of the Chiong sisters in Cebu.
