Guevarra wants Angeles City judge to inhibit from Jee Ick Joo slay case
Justice Secretary Menardo Guevarra wants Angeles City Judge Irin Zenaida Buan inhibited from handling the slay case of Korean Jee Ick Joo after having shown bias in favor of the alleged mastermind, Police Lieutenant Colonel Rafael Dumlao, who was allowed to post bail.
Because of this, Department of Justice (DOJ) prosecutors filed another motion this August 6 seeking her inhibition after she turned down their first motion for inhibition filed back in May.
“This motion is being filed upon the orders of the Prosecutor General and the Secretary of Justice,” read the August 6 motion.
In their August 6 motion, prosecutors pointed out “the Presiding Judge’s issuance of the Order dated April 24, 2019 granting the petition for bail of accused Supt. Dumlao, despite the positive testimonies of discharged state witness Roy Villegas and PO2 [Christopher] Baldovino that he was part of the conspiracy to the kidnapping for ransom of Ick Joo Jee as he was the team leader, their mastermind, and was the instigator of the crime, casts serious doubts on her fairness and impartiality hearing this cases.”
Prosecutors also pointed out that it took her until July 31 to rule on the first motion on inhibition that was filed back in May but still refuse to inhibit and shows “her obvious obstinacy to cling to the instant cases instead of inhibiting from them for unknown reasons.”
Dumlao is facing charges of kidnapping for ransom with homicide, kidnapping and serious illegal detention, and carnapping along with SPO3 Ricky Sta. Isabel, retired policeman Gerardo “Ding” Santiago, and Jerry Omlang.
Under the charges, they are accused in being involved in the abduction of Jee from his home in Angeles City October 18, 2016.
Jee was taken the same day to the Philippine National Police (PNP) headquarters in Camp Crame where he was killed.
Sta. Isabel allegedly took the remains of the Korean to the funeral parlor of Santiago for disposal.
After Jee was cremated then flushed in the toilet, the suspects still asked for ransom from his wife.
