House approves P162B Bayanihan 2 bill in 242-6 vote
With a vote of 242-6-0, the House of Representatives on Monday approved House Bill 6953 or the proposed Bayanihan to Recover as One Act, also known as Bayanihan 2, on third and final reading.
The chamber votes 242-6 with no abstentions.
Speaker Alan Peter Cayetano delivered a speech before the voting, in which he called on the public to support the economic recovery plan laid out in Bayanihan 2.
“The Bayanihan to Recover as One Act is the Filipinos’ loud and clear shot across the bow of this climate of uncertainty and despair – we will not give up, we are prepared for the long haul, and we will win this war,” he said.
“As we learn to Adapt, Innovate, and Manage in this time of Covid-19, let us use this moment to proactively plan and implement a roadmap to a new and better Philippine society,” Cayetano said.
“At the end of the day, Bayanihan 2 is more than just an enumeration of benefits, or an aggregation of budgets to help those of our kababayans who need it most. It is a reaffirmation of that spirit of cooperation and community that our race is most famous for,” he said.
“Bayanihan is about Filipinos helping Filipinos. It is about reaching out across geographic and political divides. It is about hope in the darkest times, and most desperate places,” Cayetano said.
“Finally, it is sad but true that during these times of difficulty and despair, there are still those who call themselves ‘Filipinos,’ but wish nothing more than that this government shall fail. And for some it may appear that their dark desires are coming to fruition,” the Taguig lawmaker said.
“For it is easy to pick out the inevitable mistakes in a crisis of this nature and hold it up as an example of a larger systemic collapse,” Cayetano said.
