President Rodrigo Duterte said he has no business investigating congressmen allegedly asking for commissions from contractors.
In his taped public address Monday, Duterte said the Presidential Anti-Corruption Commission (PACC) reported that some legislators earn kickbacks from contractors, which they personally chose for government projects.
“Ganito yan e, padala niya (Commissioner Greco Belgica) sa akin sabi niya, and it’s up to me whether I will mention the congressmen involved or not. Alam mo, let’s go to political law, I have business investigating congressmen,” the President said, adding that they belong to a separate branch of government.
“Kung itapon mo sa akin, I have no other recourse, itapon ko rin yan doon sa Ombudmsan because it’s the only investigating agency that has jurisdiction over congressmen, hindi ako.
“I am not trying to wash my hands, I am dwelling on the law. If i cannot investigate congressmen o itong kickback nila sa mga commission sa mga projects sa kanilang probinsya na pinili nila yung mga contractors… if i cannot investigate the congressmen then I have no authority to be releasing their names if they are involved per investigation by the PACC,” he also said.
Duterte earlier ordered the Department of Justice to form a task force to investigate corruption allegations in the Department of Public Works and Highways.
