Justice Secretary Menardo Guevarra said on Thursday (Sept. 17) said the revised uniform manual of the Expanded Good Conduct Time Allowance (GCTA) Law is already done.
“We have finished that manual. It’s just a matter of printing it,” he said on CNN Philippines.
The Department of Justice (DOJ) has been working on the revision of the uniform manual and the implementing rules and regulations (IRR) of the GCTA law since last year.
The DOJ and Department of Interior and Local Government (DILG) has already signed the IRR.
“Issues pertaining to heinous crimes were made clearer. Yung question of what really is a heinous crime has to be broken down,” Guevarra said about the manual.
The revisions in the IRR and manula was prompted due to controversies that unqualified persons deprived of liberty (PDL) including those convicted of heinous crimes were benefiting from early release under the GCTA law.
