Deputy Minority Leader Carlos Zarate blasted Duterte for claiming the government has no funds just a week after boasting the government has enough funds for all Filipinos forced to stay home during the lockdown.

President Rodrigo Duterte urged Filipinos not believe the boneheads from Congress who claim the government has nearly P300 billion funds in the 2020 budget that he could realign to feed the millions of Filipinos during a lockdown.

Duterte explained that while the P4.1 trillion budget was laid out the previous year, the funds to bankroll it have yet to be collected in the second quarter this year. With the economy in paralysis a few weeks before the deadline for income tax collection in April, Duterte said he has no idea if the revenue collections assumed in 2019 would still hold.

“‘Yung pinagdadaldal ng isang congressman na ulol, torpe, na may 300 billion ibinigay ng Kongreso, hangin ho lahat ‘yan. Wala pa ‘yang pera na ‘yan dito. Ang pagkaintindi kasi ‘pag naniniwala kayo sa mga ugok na ‘yan, na ‘yung 300 billion nandiyan. Ginusto ko man hangin pa ‘yan, mag-ga-ganun ako sa ere.Ewan ko kung kaninong bayag mo ‘yan makuha,” said Duterte Wednesday night.

“It’s not there. Magkokolekta pa ako. Ngayon, masunod ba ‘yung collection mo? Hindi. Bakit? Wala na, ang ekonomiya patay. Walang negosyo. Walang nagbayad. Wala ‘yung nagtatrabaho na kaltasan ‘yung sweldo nila. There’s no source of income now. If you decide to listen to the insane, (self-proclaimed Philippine president Elly) Pamatong and company, pati ‘yung congressman diyan, eh ‘di doon kayo,” he added.

Zarate said Duterte was granted emergency powers by Congress to realign the P4.1 trillion 2020 budget but he was just too slow in deploying this money.

His fellow Bayan Muna member, former Rep. Neri Colmenares, claimed Duterte could tap at least P291 billion for COVID-19 response, specifically:

a) Projects to be discontinued [unreleased appropriations] – P189.823 billion
b) PPA (Philippine Ports Authority), MIAA (Manila International Airport Authority), CAAP (Civil Aviation Authority of the Philippines) advanced remittances – P10 billion
c) Cebu Ports Authority – P500 million
d) Collected dividends from 12 GOCCs (government owned or controlled corporations) – P78.6 billion
e) Department of Energy unutilized funds – P12.34 billion
f) Additional items from Philippine Charity Sweepstakes Office and other government agencies
