A “donor” of Kapa Community Ministry International Inc.did not mince words in its petition seeking to impeach and demand P3 billion in damages from President Rodrigo Duterte for the closure of the closure of the Mindanao-based “religious” corporation.

In a 20-paged petition penned by abogado Engracio M. Icasiano, Rhema International Livelihood Foundation Inc. called Duterte “ignorant”, biased for Chinese businessmen, and giving favors to Kingdom of Jesus Christ Pastor Apollo Quiboloy, a rival of KAPA Pastor Joel Apolinario.

Rhema filed the petition against Duterte and Securities and Exchange Commission Chair Emilio Aquino last June 20. The Supreme Court dismissed the case on July 2.

Rhema claimed that the SEC, Philippine National Police-Criminal Investigation and Detection Group, and National Bureau of Investigation confiscated its personal papers, money and properties solely on the “mere opinion of Duterte.”

Duterte ordered the NBI and PNP-CIDG to close down KAPA which has been collecting investments or “donations” of at least P10,000 from each of this 5 million members with its promise of a 30 percent return or “blessing” per month. Duterte said it was a pyramid investment scam. The SEC issued a list of 22 firms illegally soliciting investments through Facebook last May 31 which included Cirfund, supposedly a foundation project of Rhema which it claimed was accredited by the Department of Social Welfare and Development and other local government units.

Rhema claimed it was “discouraging” to “discover that Duterte as a lawyer is ignorant of the law and as President.”

“We are poor Mr. President! Why, as your citizen, not protected by your own sovereign, our Constitution and by our Court? Are the law only for the Chinese businessmen? We donated to KAPA Ministry to Cirfund believing in the word of God,” Rhema said.
“He (Duterte) had prejudice with them (KAPA followers) unlike Quiboloy who had donated gifts to him. Now the President in return will have to give favor to quiboloy by persecuting Quiboloy’s complement (sic),” it added.

Rhema also accused Aquino of being a stockholder of banks that only gave three percent per annum on deposits.

Rhema explained why it invested in Apolinario’s Ministry: “We believe that the more we give, the more we are blessed. The basis of blessings is in the secret of giving, the more you give, the more you received.” “One grain of rice when it is planted to the soil, after three months it will become 380 grams of rice. One gram of barley, after three months, will become 2,000 grains of barley. If KAPA can grow 30 percent per month or 90 percent in three months, it is not impossible,” it added.
