President Rodrigo Duterte’s special envoy to China Ramon “Mon” Tulfo has accused his brother, Ben, and Communications Secretary Martin Andanar of “manipulating” the controversial P120-million advertisement deal involving the state-run PTV-4 and the Department of Tourism.

In an interview over CNN Philippines’ The Source Monday (June 3), Mon said his sister, former Tourism Secretary Wanda Tulfo-Teo, had no idea she would be used by Ben and Andanar.

“Ang kawawa dito si Wanda because she was clueless all along. Ben and Andanar manipulated the whole thing,” he said.

A Commission on Audit report found that Ben’s company, Bitag Media Unlimited Inc., got 75 percent of the P120-million contract that the DOT sealed with PTV-4. The ads were concentrated on his show, Kilos Pront.

However, only P60 million had been paid to Tulfo’s company when the COA released results of its audit last year. State auditors have asked the Tulfos to return the money but they have yet to comply with the order.

Mon said that while Wanda could not be accused of corruption, she could be for “being clueless and for not having the brightest people around her.” He admitted that he recommended his sister’s dismissal to President Rodrigo Duterte for incompetence.
