Kaya todo dikit! Duterte grants 25-year franchise to Villar’s telco

President Rodrigo Duterte signed Republic Act No. (RA) 11089 granting Streamtech Systems Technologies Inc. a franchise to build and operate a telecommunications systems in the country.
Streamtech is owned by Paolo Villar, son of real estate tycoon and former senator Manuel Villar and Senator Cynthia Villar.
The law, signed on October 18, 2018, grants the Villar-owned telco a 25-year franchise unless it is revoked or canceled.
It will deliver wire and/or wireless telecommunications systems, international and national broadband system, mobile and cellular, including, but not limited to, fiber, optics, multichannel multipoint distribution systems, switches, and value-added services and technologies.
Section 5 of RA 11089 provides that, Streamtech should improve and extend its services in areas not served, and in hazard- and typhoon-prone areas, which will be determined by the National Disaster Risk Reduction and Management Council.
The law also mandates the National Telecommunications Commission to determine the charges and rates for the firm’s telecommunications services.
