Laglag! Guevarra tells Mark Villar’s wife to stay out of Maynilad, Manila Water deal review
Justice Secretary Menardo Guevarra seemed to have given in to pressure and inhibited Undersecretary Emmeline Villar from participating in the review of the water concession agreements of Manila Water and Maynilad.
Guevarra made the move in response to reports in politico.com.ph that the family of her husband may benefit from the review of the deals and eventually take over the water distribution business in Metro Manila.
The Villars own the Prime Water which has been taking over local water districts nationwide through joint venture agreements.
“I requested Usec. Villar to inhibit herself na lang to dispel suspicions that the DOJ contract review may not be completely objective due to an alleged possible conflict of interest,” Guevarra said.
“It’s unfair to Usec. Villar who has always acted with professionality, but the circumstances call for it,” he added.
On the other hand, he assured “any good lawyer will come to the same findings and conclusion.”
The DOJ has already submitted a report to President Rodrigo Duterte citing onerous provisions in the water concession deals.
Guevarra earlier said he lead the review of the agreements which was also participated by Usec. Villar.
