Laglag si Albayalde! Aquino admits PNP chief asked him to stop dismissal of Pampanga ‘ninja cops’
Philippine Drug Enforcement Agency (PDEA) Director General Aaron Aquino confirmed Thursday (October 3) that Philippine National Police (PNP) chief Police General Oscar Albayalde called him to stop the implementation of the dismissal order against the 13 policemen who were found guilty of grave misconduct in connection with an anti-drug operation in 2013.
Aquino’s confirmation at the resumption of the Senate hearing on the alleged irregularities inside the Bureau of Corrections (BuCor) was a complete turnaround of his earlier statement claiming that Albayalde only asked for the status of the dismissal order against the 13 policemen when they talked in 2016.
At that time, Albayalde was the National Capital Region Police Office (NCRPO) chief while Aquino was the regional police director for Central Luzon.
“He (Albayalde) also added, ‘sir, baka pwedeng ‘wag mo munang i-implement ang order. I asked him ‘bakit, Oca’ [and Albayalde said] kasi mga tao ko sila. I told him ‘Oca, ipa-pareview ko ‘yung order at ipapatapon ko ang mga tao mo sa Mindanao,” Aquino said, reading from the prepared statement he made for the hearing.
The police officers ordered dismissed by then-Central Luzon police chief Raul Petrasanta in 2014 were:
- Superintendent Rodney Raymundo Baloyo IV;
- Senior Inspector Joven de Guzman Jr.;
- Senior Police Officer 1 Jules Maniago;
- Senior Police Officer 1 Donald Roque;
- Senior Police Officer 1 Ronald Santos;
- Senior Police Officer 1 Rommel Vital;
- Senor Police Officer 1 Alcindor Tinio;
- Senior Police Officer 1 Eligio Valeroso;
- Police Officer 3 Dindo Dizon;
- Police Officer 3 Gilbert De Vera;
- Police Officer 3 Romeo Guerrero Jr.;
- Police Officer 3 Dante Dizon; and
- Police Officer 2 Anthony Lacsamana
Albayalde was then the chief of the Pampanga provincial police when the 13 policemen conducted the anti-drug operations in Mexico town, which was reportedly riddled with irregularities.
Senator Richard Gordon earlier expressed dismay at Aquino for saying at Tuesday’s (October 1) hearing that Albayalde merely asked for the status of the dismissal order against the 13 Pampanga policemen.
“I’m really disappointed kay Aquino. Eto ha, kasama ko si Senator (Franklin) Drilon nung sinabi niya ‘yan. Na tinawagan sya ni Albayalde para itigil… ‘wag niya na pirmahan ‘yung order,” Gordon said.
“‘Yun nga kinausap siya ni Albayalde para ‘wag ilabas ‘yung decision,” he added.
The 13 police officers were only demoted by one rank in 2017 instead of being dismissed from service.
