Lapeña files counter affidavit in shabu smuggling case
Former Bureau of Customs (BOC) commissioner and current Technical Education and Skills Development Authority (TESDA) Director General Isidro Lapena on Thursday (Feb. 21) filed his counter-affidavit in response to the criminal complaint against him concerning his alleged liability in the smuggling billions of pesos worth of shabu which were shipped into the country in 2018 inside magnetic lifters.
Lapena submitted his counter-affidavit before the Department of Justice (DOJ) panel of prosecutors conducting the preliminary investigation of the case based on the complaints filed by the National Bureau of Investigation (NBI) and the Philippine Drug Enforcement Agency (PDEA).
“We leave to the discretion and the wisdom of the panel on how to go about it,” said his legal counsel, lawyer John Benedict Telan.
“All the secretary’s defenses in connection with the NBI has been listed in the counter-affidavit,” he noted.
The complaints stemmed from the six magnetic lifters containing shabu which got into the country in 2018 when Lapena was still commissioner of the Bureau of Customs (BOC).
The NBI complaint accused Lapena of dereliction of duty, graft, and grave misconduct.
