President Rodrigo Duterte has signed a law mandating transport terminals nationwide to provide clean toilets, breastfeeding stations, and Wi-Fi service for passengers.
In signing Republic Act (RA) 11311 on April 17, 2019, Duterte requires owners, operators and administrators of land transportation terminals, stations, stops, rest areas, and roll-on/roll-off or RORO terminals to improve their facilities by providing free internet services and clean sanitary facilities.
“It shall be unlawful to collect fees from passengers for the use of regular sanitary facilities,” portion of the measure read.
Concerned passengers must show their paid bus ticket in order to avail themselves of the free use of restroom, it also stated.
RA 11311 likewise mandates the Department of Information and Communications Technology and the Department of Transportation to ensure that free internet is provided in terminals.
Erring terminal owners will be fined P5,000 for each day of violation.
Under the law, the Land Transportation Franchising and Regulatory Board is directed to review the applicability and enforcement of the fines and the necessary adjustments on the amount of the fine after fiver years from the effectivity of the Act.
