Former Chief Justice Artemio Panganiban thinks senators should stop posturing as if the fate of ABS-CBN’S franchise renewal is in their hands.

Panganiban said Friday (February 28) that the Senate can’t do anything until the House of Representatives passes bills to renew ABS-CBN’s franchise, which will expire on May 4.

“The House is the key to Congress. Kung ‘di sisimulan ng House, walang magagawa ang Senado. At wala ring magagawa ang Pangulo.
Gustuhin man ibigay ng Pangulo, ‘di rin pa niya mabibigay,” said Panganiban in an interview with Karen Davila.

The House is unlikely to schedule hearings on bills renewing ABS-CBN’s franchise until Congress adjourns sessions on March 11 for a two-month long break.

House Speaker Alan Peter Cayetano said the hearings on the bills might happen when sessions resume in May.

At least 11 bills have been filed in the House to renew ABS-CBN’s franchise for another 25 years.
