MANILA — Public colleges and universities which will choose to retain their class opening in June may experience delay in tuition and miscellaneous fees reimbursements from the government, an official of the Commission on Higher Education (CHED) said Wednesday.

“The reimbursements may happen later than earlier because the timelines are not synchronized. They’ll still get it (tuition and miscellaneous reimbursements), but budgeting-wise, it won’t be as fast as it should and that is an implication in the operations of these universities,”CHED chairperson J. Prospero de Vera III told reporters on the sidelines of a student loan program launch.

De Vera explained that delayed reimbursements can affect not only the operations of concerned colleges and universities but also the services they offer to students.

“Their tuition and miscellaneous are the biggest sources of their income which are used to pay their part-time teachers, repair and construct buildings, it even affects their miscellaneous services for students, their medical, their IDs,” he said, adding that it would be better if all colleges and universities have synchronized timelines.

De Vera also clarified that the commission has no authority to command higher education institutions to move the start of their classes to August “as the power to change the academic calendar resides on their board of regents”.

“So what the commission did was to issue a memorandum to encourage them do it, in fact, some of them have already done it even before the memorandum came out. All the SUCs (state universities and colleges) in Regions 6 and 8 changed their calendars two months before the memorandum came out,” he said.

On April 5, CHED a memorandum enjoining local universities and colleges and SUCs to shift their academic calendar to start from June to August, which de Vera said is just a recommendation and not a requirement. (PNA)
