Maling-mali! Diokno denies offering P40B for Andaya to shut up on alleged P75B insertion

Budget Secretary Benjamin Diokno denied on Friday he offered congressmen P40 billion to keep mum on the alleged P75 billion insertion in the proposed 2019 national budget.
“False, once more!” Diokno said in a message.
“Absolutely false. Another wild and baseless allegation,” he added.
During the House hearing on the 2019 budget today, House appropriations committee Rep. Rolando Andaya Jr. claimed that his common friend with the secretary approached and offered him P40 billion to stay quiet about the insertion in the budget of the Department of Public Works and Highways.
The amount, added Andaya, would be taken from the savings of the 2018 budget.
Diokno meanwhile skipped Friday’s hearing, citing the right of the budget officials and staff to proper notice and a fair and just hearing.
The House of Representatives on Thursday issued a subpoena against the Department of Budget and Management chief following his failure to attend its five hearings on the issue.
“Whatever is the real purpose of the House in calling me, I will appear in Congress. However, I take my duty to the people very seriously. It is only right that we prepare in order to give the Filipino people a complete and clear picture of the matter, and avoid giving information that only suits a specific agenda. We are definitely cooperating but it is imperative that we be given the proper amount of time to prepare,” the budget official explained.
