Marawi rehab funds spent for pilgrimage not about religion, but technical malversation – Lacson

Senator Panfilo Lacson believes the use of Marawi rehabilitation funds to sponsor the pilgrimage of displaced residents of Marawi City was not justified, and could even constitute technical malversation.

“It is not a question of which is more important between religion and housing. It is about technical malversation,” Lacson tweeted.

He said the law states that “the public use for which the public funds or property were applied is different from the purpose for which they were originally appropriated by law or ordinance.”

President Duterte earlier asked Commission on Audit to reconsider its findings against the use of P5 million Marawi rehabilitation funds for the Mecca pilgrimage. He said for Muslims, the pilgrimage was considered more important than housing.

COA, in a 2018 audit report, asked the Housing and Urban Development Coordinating Council (HUDCC) to return the expenses for sending Marawi victims to hajj.
