The House of Representatives is bent on scrapping the provision in the proposed Bangsamoro Basic Law (BBL) giving the Moro Islamic Liberation Front “operation control” over the Bangsamoro police.

Cagayan de Oro Rep. Rufus Rodriguez said the provision on the MILF’s authority over the Bangsamoro police will “not see the light of the day” in the plenary even if it was part of the agreement forged by the government peace panel with the group.

“We cannot allow those who slaughtered the Special Action Force 44 to be given ample police powers. We will drop that provision and it will not see the light in the plenary. There will be no debate on this one. It is unconstitutional. There is only one police force and that is the PNP (Philippine National Police),” he said. 

Members of the MILF clashed with Special Action Force (SAF) troopers last Jan. 25 in Mamasapano, Maguindanao. The encounter resulted in the death of 44 SAF commandos and imperiled the passage of the BBL.

Rodriguez has admitted that the proposed BBL now faces a rough sailing in the House, with support for the measure diminishing among lawmakers.

The Senate and House have both suspended their deliberations on the measure indefinitely following the Mamasapano incident.
