‘Mockery of PH laws:’ Lopsided LRT contract should be null and void, Yap says

Party-list Rep. Eric Go Yap (ACT-CIS) is seeking an inquiry over the alleged lopsided concession agreement entered by the government with the Ayala-Pangilinan consortium Light Rail Management Corporation (LRMC).
Yap said the concession deal over the operations of Light Rail Transit’s Line 1 and 2 “is very lopsided in favor of LRMC,” adding that “it is a mockery of our constitution and existing laws.”
Yap noted that the Gross Revenue Amount reported by LRMC in just four years I”s already bigger than the Project Concession Fee,” while the government bears the financial impact of the said agreement.
“Apat na taon pa lang yan and this agreement will cover a 32-year period. They have exclusive rights for 32 years and it can extend to 50 years. Imagine that,” said Yap.
LRMC is a consortium of the Ayala-led AC Infrastructure Holdings Corp., Pangilinan-owned Metro Pacific Investments Corp., and Australian firm Macquarie Infrastructure Holdings.
President Rodrigo Duterte on Friday sought the review of the Light Rail Transit Authority’s (LRTA’s) existing contract with LRMC after learning that businessmen Fernando Zobel de Ayala and Manuel V. Pangilinan also have key roles in its operations—the same personalities in the controversial water concession agreement.
“I share the sentiment and frustration of the President on the LRT Contract between the government and the LRMC by the Ayala and Pangilinan group,” said Yap.
“Nakakagalit at paulit-ulit kong iniisip kung bakit tayo pumasok sa ganitong kontrata. Napakaraming entitlements ng LRMC at talong talo ang gobyerno sa agreement na ito!” he added.
Yap said he will file on Monday a House Resolution to look into this agreement, adding that the House Committee on Public Accounts and the Committee on Good Government to exercise its oversight function and look into this as soon as possible.
“Napakaraming onerous provision ng LRT Concession Agreement and this should be immediately declared null and void dahil sa napakaraming nilabag na batas!” he said.
