Albay Rep. Joey Salceda wants to give the Duterte administration’s “Build, Build, Build” program a shot in the arm amid its slow progress.

Salceda’s House Bill 5456 seeks to give President Rodrigo Duterte emergency powers to fast-track the implementation of the administration’s flagship infrastructure projects.

The bill authorizes Duterte to exercises all powers needed to carry out a national policy to implement the “Build, Build, Build” program.

“As such, the President is hereby granted Special Powers to urgently utilize all necessary government resources, exercise police power, and employ executive actions and measures to ensure the effective implementation, reconfiguration, and harmonization of national and local government projects intended to address the economic growth, unhampered by existing laws, agreements, regulations, court orders, and procedures that would cause delay in addressing exclusively the implementation of flagship projects,” the bill read.

HB 5456 authorizes Duterte to exercise special powers to speed up the implementation of projects related to transport and mobility, water, urban development and renewal, information and communications technology, and power.

The bill designates the chairman of the Bases Conversion Development Authority as the Flagship Program Manager for the “Build, Build, Build” program.

This means the BCDA chairman, currently Vince Dizon, will be authorized to exercise all powers and authority given to the President to mobilize resources to speed up the “Build, Build, Build” infrastructure program.

Salceda filed the bill after Senate Minority Leader Franklin Drilon called the “Build, Build, Build” program “a dismal failure,” with only nine out of 75 flagship projects halfway through construction.
