Was then- Pampanga police chief Oscar Albayalde cracking a joke?
The thought crossed the mind of then- Criminal Investigation and Detection Group deputy director for operations Rudy Lacadin sometime in 2013 after Albayalde called him up and said he had small portion from the illegal drugs seized by Pampanga police officers at a buy bust operation.
Lacadin shared his recollection of Albayalde’s supposed statement as the Senate blue ribbon and justice committees resumed its investigation into the so called “ninja cops” controversy.
The former police official was invited to the hearing because he was the investigator tapped by then-CIDG chief and now Baguio City Mayor Benjamin Magalong to investigate the drug bust conducted by Pampanga policemen in November 2013.
Lacadin said Albayalde asked him during their phone conversation if he was indeed looking into the Pampanga operation, to which he replied in the affirmative.
“Sabi ko ‘Yes, Oca. I cannot inform you na nagka-conduct ako ng investigation, this is just a validation. But if you have nothing to hide, wala naman kayong dapat katakutan’,” Lacadin recalled.
“I don’t know if he is joking but ang sabi niya, ‘Actually, sir, konti lang ang napunta sa akin dyan’,” he added.
Lacadin said he did not ask Albayalde about what he just said because he did not want his investigation to be affected.
