A fake lawyer who tried duping Bangko Sentral ng Pilipinas (BSP) Governor Benjamin Diokno has been arrested by the National Bureau of Investigation (NBI).
NBI Director Eric Distor identified in a statement the arrested suspect as Lamberto Payongayong who was arrested last Wednesday (Sept. 16) by agents of the the NBI’s International Airport Authority (NBI-IAID) during an entrapment operation in Quezon City.
“Subject sent various letters to Bangko Sentral ng Pilipinas (BSP) addressed to BSP Governor Benjamin E. Diokno and Atty. Henry De Vera, Manager, Currency Integrity Staff (CIS), Currency Issue and Integrity Office (CIIO), BSP wherein he represented himself as a lawyer,” the NBI said.
“In his letters, OIC-Director Distor said, Subject Payngayong declared that he is a Trustee of a private individual involving Trust Account covering $300 Dodecallion which allegedly matured in 2007 and which he sought to be withdrawn with the help of the BSP. Subject also mentioned that he is an Assignee of a parcel of land covered by Original Certificate of Title allegedly being used by the Central Bank of the Philippines to back up the printing of legal tender notes,” it added.
The NBI said the BSP sought help in arresting the suspect after making verification and secured certifications from the Supreme Court (SC), Office of the Bar Confidant (OBC) and the Integrated Bar of the Philippines (IBP) which state “Payongayong is not a member of the Philippine Bar.”
Following his arrest, Payonganayong was subjected for inquest before the Quezon City Prosecutor’s Office for usurpation of authority of official functions.
