ABS-CBN’s franchise application was rejected by the House of Representatives because lawmakers don’t have conscience.

This was the conclusion of former socioeconomic planning secretary Winnie Monsod a day after the House legislative franchises committee adopted a resolution denying ABS-CBN’s franchise application.

In her July 11 column for the Philippine Daily Inquirer, Monsod said “overwhelming” public support should’ve been enough reason for the House panel to approve ABS-CBN’s franchise bid. However, she acknowledged that the chamber is beholden to President Rodrigo Duterte, who has been clear about wanting the network off the air.

“As of Thursday night, what are the chances of ABS-CBN’s franchise renewal? Based on what’s been going on, I give it a one-in-ten chance: It will be approved if the congressmen vote their conscience, but given the current political circumstances, that is very slim. The only reason it is still alive is that people have been praying for them, and I believe in the efficacy of prayer,” Monsod said.

She took a swipe at House Speaker Alan Peter Cayetano for even quoting the Bible, particularly Jeremiah 17:9, to justify the need for exhaustive hearings on ABS-CBN. The verse reads: “The heart is deceitful above all things. Who can understand it?”

“I stick to my forecast. Their mind was already made up,” she said.

Monsod said voting against ABS-CBN’s franchise application meant lawmakers did not represent their constituents’ interests.

“On its merits, ABS-CBN should have been granted this franchise renewal within hours or within days, the way other franchise seekers are treated. Congress obviously is not going to vote their ‘conscience.’ Maybe they have none,” she said.
