Innocent ‘til proven guilty: Palace says Lapeña still enjoys Dutert’s trust

Despite corruption allegations against him, Technical Education and Skill Development Authority Director General Isidro Lapeña still enjoys the trust and confidence of President Rodrigo Duterte, according to Malacanang.

“Yes, he remains constitutionally presumed to be innocent,” spokesperson Salvador Panelo told reporters on Monday.

The National Bureau of Investigation earlier filed criminal and administrative complaints against Lapeña in connection with two incidents of multibillion-peso shabu shipments at the Manila container terminal.

Panelo explained that Duterte continues to trust the former Customs chief because “he knows him personally” and “he has worked with him.”

Asked if the President is confident that the charges against Lapeña will be dropped, the spokesman said, “It’s for the court to decide whether the charges are substantiated by proof beyond a reasonable doubt.”
