Malacañang said the campaign promise of President Rodrigo Duterte to ride a jet ski and plant the Philippine flag in the Spratlys Group of Islands was just a “metaphor.”

Presidential Spokesman Harry Roque made the statement on Tuesday, a day after Duterte said the country cannot reclaim the disputed West Philippine Sea without any bloodshed.

“That was a metaphor. But, I think he has reiterated that when he said there are limits to our friendship [with China],” Roque said during his virtual presser.

The Palace official said Duterte has assured that he won’t allow another Scarborough Shoal incident to happen under his administration.

“Hindi ako papayag na mangyari yung nangyari sa administrasyong Aquino na nawalan ng isang isla habang sila ay naninilbihan sa gobyerno,” Roque said, quoting the President.

It can be recalled that the two-month standoff between China and the Philippines over the shoal in 2012 ended after then Foreign Affairs Secretary Albert Del Rosario ordered the withdrawal of Filipino vessels from the disputed territory.
