The Bureau of Correction (BuCor) has denied allegations that retired Army Maj. Gen. Jovito Palparan has been getting special treatment at the New Bilibid Prison (NBP) in Muntinlupa City.
“The Bureau of Corrections (BuCor) does not provide any special treatment for any Person Deprived of Liberty (PDL),” it said in a statement.
“The overall safety and reformation of PDLs is the main mandate of the BuCor,” it stressed.
The BuCor responded to the allegations made by the National Union of People’s Lawyers (NUPL) which claimed that, despite being convicted of kidnapping and serious illegal detention, Palpara has been transferred to the maximum security compound of the New Bilibid Prison (NBP) and, instead, continues to stay at the penitentiary’s Directorate for Reception and Diagnostices (DRD) where he has been enjoying special treatment.
On the other hand, the BuCor defended its decision to allow Palparan to stay at the DRD.
The BuCor explained “there are intelligence information regarding threat to his life which can be aggravated if he is mixed with the general PDL population.”
“The administration ensures that no special treatment or privilege is provided to any PDL,” it reiterated.
Palparan was convicted by a Malolos City court in September 2018 for kidnapping and serious illegal detention in connection with the disappearance of University of the Philippines (UP) students Karen Empeno and Sherlyn Cadapan.
