There’s no need for President Rodrigo Duterte to certify the proposed “Bayanihan to Recover as One Act” as urgent since the Senate will pass it on third and final reading when the second regular session next week, Senate President Vicente “Tito” Sotto III said Thursday (July 23).
Sotto made the statement after Presidential Spokesperson Harry Roque said Malacañang will certify the bill as urgent so Congress can pass it on second and third reading in one day.
The Senate had passed the measure, which seeks to ramp up the government’s response against COVID-19, on second reading before sessions adjourned in June.
“It does not matter anymore, (since) we are over the three-day rule already,” Sotto said when asked about the certification.
Among the key provisions of the “Bayanihan 2” include the continuation of emergency subsidies for sectors affected by the COVID-19 pandemic, such as jobless workers, teachers and students.
