This was Sen. Panfilo Lacson’s response to claims by a House official that his panel is sitting as a constituent assembly to tackle changes to the 1987 Constitution.
In a statement, Lacson said Art. XVII, Sec. 1 of the Constitution decrees that any amendment to, or revision of, the Constitution may be proposed by “Congress.”
“Last time we heard, the Congress of the Philippines is composed of the Senate and the House of Representatives,” he pointed out.
“Patawarin natin sila. Hindi nila alam ang ginagawa nila,” he added.
On Wednesday, House constitutional amendments panel chairman Alfredo Garbin Jr. said his panel is now sitting as a constituent assembly to amend the 1987 Constitution.
