Mahirap magsecure ng bansa! President’s intel funds balloons to P4.5B in 2020, up 530% under Duterte
Confidential and intelligence funds under the Office of the President are expected to increase to a whopping P4.5 billion in 2020.
This is more than six times the P715.4 million intel funds – not covered by Commission on Audit and to be used at the President’s discretion – during the last year of the Aquino administration.
Based on the proposed 2020 budget, the Department of Budget and Management proposed that Duterte’s confidential expenses increase to P2.25 billion, up 80 percent from P1.25 billion in 2017 and 2018.
DBM also proposed P2.25 billion for Duterte’s intelligence expenses, up 80 percent from P1.25 billion 2017 and 2018.
Confidential and intelligence expenses accounted for 67 percent of the OPS’ P7.6 billion maintenance and other operating expenses for 2020.
In 2017, Malacanang justified the massive hike in Duterte’s intel funds by saying these would be used for his drug war.
Presidential Spokesperson Salvador Panelo defended Duterte’s exponential hike in intel funds as necessary to determine threats against the state.
“Kailangan iyon, and you need money for that… mahirap mag-secure sa isang bansa, kailangan mo talaga ng pera. You need people, you machines, technology… maraming paggagastusan eh,” said Panelo.
