Puerto Princesa mayor faces graft raps over radio ad deal

A resident of Puerto Princesa City in Palawan has filed graft charges against Mayor Lucilo Bayron before the Office of the Ombudsman for supposedly entering into an anomalous contract with broadcaster Elgin Robert Damasco.

In an 11-page complaint, Samuel Agustin Galario claimed Bayron entered into a Radio Broadcast Contract (RBC) last year with Damasco, the owner of Damasco Advertising and Production Agency, without the approval of the City Council.

According to the RBC signed by Bayron and Damasco, a copy of which was presented as documentary evidence by Galario, three-program plugs will be conducted for the one-hour program scheduled from 10 to 11 a.m. Saturday. The deal, which costs P50,000 monthly, will run from April 4, 2014 to April 5, 2015.

Galario further claimed that the P54,000 been paid to Bayron as part of the deal came from public funds.

Aside from graft, the complainant said the mayor and Damasco should be liable for grave misconduct and serious dishonesty.
