Record breaking! House to pass 2020 budget on final reading on Friday

The House of Representatives under the 18th Congress may set the record for the fastest budget deliberation in its history as congressmen are expected to approve the proposed P4.1-trillion budget for 2020 on final reading respectively this Friday.
House Committee on Ways and Means chair Joey Salceda made statement after President Rodrigo Duterte on Tuesday certified as urgent the proposed 2020 General Appropriations Act (GAA) under House Bill No. 4228.
“Since (the) General Appropriations Bill is 100 percent based on the National Expenditure Program (NEP), the President certified it (as urgent). So we can approve budget tomorrow on third reading,” said Salceda.
House Speaker Alan Peter Cayetano on Wednesday already hinted that the plenary may approve HB 4228 on second and third reading respectively depending on the number of congressmen that will attend Friday’s session.
Salceda, vice chair of the Appropriations panel during Wednesda’s briefing in Malacañang, disclosed each solon will received P100 million line-item allocation under the 2020 GAA—P70 million for hard projects, such as infrastructure, while P30 million will be used for soft projects, such as medical assistance.
