Netizens critical of President Rodrigo Duterte couldn’t help but scoff at his proposal to make the Reserved Officers’ Training Corps (ROTC) mandatory for college students because he had proudly shared how he avoided the drills.

On Twitter, several netizens shared articles about Duterte’s speech in July 2017, where he recalled faking the results of certain medical procedures to be exempted from ROTC.

In the speech, given before Filipino-American diplomatic officers and executives, Duterte confessed to faking a diagnosis for tuberculosis so he could graduate from the San Beda College of Law even if he did not finish his ROTC training.

He said he learned how he could be exempted from finishing ROTC when he went to the registrar’s office when his graduation was near.

“Sabi ng payat doon na assistant registrar, ‘Hindi ka makasama kasi wala kang ROTC.’ ‘So anong buting gawin ko?’ Sabi niya, na ano, ‘Ano bang exception?’ ‘May TB ka. May sakit ka. Handicapped,'” he recalled.

At the San Lazaro Hospital in Manila, Duterte said he bribed a TB patient to put his name on the form for an X-ray procedure.

“‘Yung isa kinausap ko, sabi ko, ‘Halika. Gamitin mo itong pangalan mo ha. Rodrigo Duterte. Ilagay man nila ‘yan doon sa x-ray. Makita ‘yan. Bigyan kita isang libo,'” he said.

Duterte submitted the tuberculosis patient’s medical exam results to the school to avoid ROTC. He recalled coughing to make his bluff more realistic.

“That’s how I got to complete my law school,” Duterte said.

Earlier this week, Duterte said ROTC should become mandatory for Grades 11 and 12 students “to instill patriotism and love of country to the youth.”

“Kung madala ito ng Executive Order baka mapilitan ako if they do not act on it. I said that this is a Constitutional requirement, that you must prepare to defend your country,” he said.
