ROTC to teach discipline, disaster response to students – Gatchalian

Senator Sherwin Gatchalian on Sunday vowed to fulfill his promise to the Department of National Defense (DND) to push for the passage of the proposed bill seeking mandatory ROTC (Reserved Officers’ Training Corps) for senior high school students.

Gatchalian is set to sponsor on Monday, May 27, the committee report which proposed mandatory ROTC in senior high considering that the House of Representatives (HoR) already passed its own version last week.

“Best effort na tatapusin natin dahil itong ROTC naging controversial kaya ginawang optional. At ngayon ibabalik natin mandatory na kaya marami rin ako ine-expect na tanong [mula sa mga kapwa ko senador],” Gatchalian said in a radio interview.

“Pangako ko sa DND itutulak natin ito. Mandatory ang ROTC sa Grade 11 and 12. Mga16 and 17 ang edad. May K-12 na tayo sila ang grades 11 at 12 pareho edad nila,” he said.

Gatchalian justified the conduct of ROTC in senior high school. “Less than 20 percent ng nagtatapos sa high school ay nag-ko kolehiyo. Karamihan sa nagtatapos sa high school diretso na sa (paghahanap ng) trabaho.”

“Kung gusto natin magturo ng mas malaking disiplina dapat gawin sa senior high school dahil 100 percent ang dumaraan sa senior high school. Yun ang recommensation ng DND at ating sinasangayunan,” he added.

Asked what will be taught in ROTC, Gatchalian said, “Talagang initemized natin sa batas ang kanilang dapat malaman: unang-una pagtuturo ng disiplina. Pangalawa, disaster response, para alam ng kabataan ano gagawin sa lindol at trahedya. At pangatlo first aid, personality development.”

“Ngayon kasi sa NSTP (National Service Training Program) ginawang optional ang ROTC and under this system marami pinapagawa sa bata na wala namang epekto sa bata tulad ng paggawa ng origami,” Gatchalian said.

“Magtataka ka bakit ganun pinapagawa sa mga bata para makakuha ng credit. Sayang oras ng bata. Sana ay matuto sila ng first aid o pagdidisiplina,” he said.
