In signing the P3.662 trillion national budget for 2019, President Rodrigo Duterte vetoed P95.3 billion from the budget of the Department of Public Works and Highways.
“It bears emphasis that there are items of appropriation under the DPWH which are not within the programmed priorities. As such, they are hereby subjected to direct veto. Said vetoed items of appropriation listed in Annex A hereof, in the total amount of P95,374,241,000, are marked accordingly in the Details of DPWH’s Programs/Projects, Annex of the DY 2019 GAA,” said Duterte in his veto message dated April 15, 2019.
A chunk of the veto money amounting to P94.56 billion was supposedly intended for local programs such as the construction, repair, rehabilitation and improvement buildings and other structures.
Duterte similarly rejected P460-million worth of pre-feasibility and feasibility studies and detailed engineering work, and payments of Right-of-Way.
The P350-million funding for land Acquisition and related expenses for the National Government Center also did not sit well with the President.
