Incomprehensible and arrogant.

This was how Sen. Panfilo Lacson described the defense of the cell hidden behind a book shelf inside the Manila Police District Station 1 in Tondo.

“Defending an unlivable prison cell hidden behind a book shelf inside a police station is incomprehensible. It is also very arrogant,” Lacson said on his Twitter account (https://twitter.com/iampinglacson/status/858621506812641280).

Lacson served as Philippine National Police chief from 1999 to 2001.

His tweet came after incumbent PNP chief Director General Ronald dela Rosa was quoted as defending the secret cell, which was discovered in a surprise inspection by the Commission on Human Rights last April 27.

The incident resulted in the relief of the officials at the police station.

But dela Rosa was quoted as saying the secret cell was “okay” with him so long as the detainees were not tortured or extorted.
