Sen. Vicente Sotto III challenged former Albay Rep. Edcel Lagman to bring his concerns to the Supreme Court and the Senate finance committee after pro-Reproductive Health (RH) advocates blamed him for the P 1-B slash from the P 122-billion budget of the Department of Health.
“I encourage Lagman to appeal before the Supreme Court and the Senate committee on finance before crediting me with all these incredible insinuations about the DOH 2016 budget,” Sotto said.
Sotto took to task Lagman after the former congressman claimed Sotto “is now deliberately stalling the implementation of the (RH) law” by substantially cutting fund for it.
Sotto is baffled why he is being blamed for the P 1-billion slash for the 2016 budget for condoms and contraceptives when it was approved by Congress.
“Sen. (Loren) Legarda explained the reason behind the cut and it was approved during the bicam and signed by the President,” he said.
“Saka kayo magrereklamo pagtapos na ang lahat? Those who now has plenty to say about cutting of the DOH funds for RH programs should first answer why 71 percent of their 2015 budget remains to be unobligated,” Sotto said.
Sotto did not name names but he was apparently referring to Senators Miriam Defensor-Santiago and Pia Cayetano who criticized the budget cut.
