Stop bitching! Locsin tells Salceda: No reason to fuss over DFA ban on flying to climate change meetings

Foreign Affairs Secretary Teodoro “Teddyboy” Locsin Jr. has reiterated the Department of Foreign Affairs’ commitment to respond to climate change-related issues after Albay Rep. Joey Salceda raised a fuss about the agency’s ban on flying overseas to meetings.

Locsin said Tuesday (June 11) that the DFA will vote yes “to the most radical proposals” even if its officials will not be present overseas to take part in climate change talks.

He also clarified that government officials who are not part of the DFA can take part in meetings on climate change overseas.

“To Joey Salceda, my House mentor: Please. I’m not stopping anybody outside DFA from traveling to TALK rather than ACT on Climate Change. DFA is committed to vote YES to the most radical proposals but not again to keep traveling to talk about it ad nauseam,” Locsin tweeted.

Salceda, chair of the House committee on climate change, said Locsin is violating the law by banning DFA officials from flying to take part in climate change conferences.

He cited Section 9 of Republic Act 9729 or the Climate Change Commission (CCC) Act, which states that the CCC will coordinate with the DFA in representing the Philippines in climate change negotiations abroad.

Locsin banned DFA officials from flying to overseas climate change conferences after President Rodrigo Duterte complained that the meetings do not accomplish anything.
