Speaker Ferdinand Martin Romualdez welcomed the voluntary surrender of Cagayan Gov. Manuel Mamba, who had previously been cited for contempt for repeatedly failing to attend the House investigation.
The provincial administrator of Cagayan was cited in contempt by the panels of the House of Representatives for reportedly refusing to issue travel authorities to officials who were invited to attend the congressional inquiry.
