IF he would have his way, Senator Teofisto “TG” Guingona III would still let President Benigno Aquino III pick the members of the independent body or Truth Commission that will look into the Mamasapano, Maguidnanao carnage last month.
This, despite the Chief Executive being a central figure–if not a culpable one–in the “bungled” covert police mission that claimed the lives of 44 Special Action Force (SAF) operatives.
” As to the appointment [of members], we still have to look at it. I still believe it should be the President, but there has also been a recommendation that the appointment and nomination should be done by other groups. So we’ll take a look at that also,” Guingona said in a chance interview following a panel hearing Wednesday.
Guingona authored and filed Senate Bill (SB) no. 2603, which sought the creation of the Mamasapano Truth Commission. The original contents of the bill states that the President chooses those who will comprise the commission.
The findings of the Truth Commission will also be submitted to the President, the bill indicated.
“The results will be out to the people,” assured Guingona, who more or less guaranteed that the  measure will be amended before it reaches plenary. He said SB no. 2603 was approved at the committee level before the hearing ended.
“For the plenary, we have to make the report first. We’ll put in the changes and then we’ll put it out in the plenary,” said the administration ally. (Randy K. Ortega)
