That was fast! House approves 2020 budget in just 10 days



MANILA – The House of Representatives on Friday hit a new milestone after it was able to approved the proposed national budget for 2020 on final reading in just 10 days.

Voting 257-6, the House plenary voted for the approval of the next year’s proposed cash-based General Appropriations Act (GAA) worth P4.1 trillion.

The approval came three days after President Rodrigo Duterte certified as urgent the proposed 2020 GAA under House Bill No. 4228.

The Lower House began its deliberations for HB 4228 last September 10 and it only took 10 days before its was approved in both second and third reading

Majority Floor Leader Ferdinand Martin Romualdez said the House leadership decided to waive the period of individual amendments and instead move for the creation of the 13-man special committee which consolidate all the proposals of each congressman.

The deadline for submission of their respective institutional amendments will be on Monday, September 23 according to House Speaker Alan Peter Cayetno.

Cayetano stressed that there is a consensus among all members over the need to give additional funding for the P7-billion allotment which will be used to purchase palay blocks from local farmers who are currently affected by the negative impact of the Rice Tarrification Law.

He said Appropriations panel chair and Davao City Rep. Isidro Ungab has already find way to realign some P3 billion worth of funds to augment the said program.
