That’s a crime! Guanzon blasts NPO for subcontracting the printing of voter info sheet

COMELEC Commissioner Rowena Guanzon will not hesitate to file criminal raps against officials of the National Printing Office (NPO) if proven that the agency has deliberately tapped the service of a subcontractor in printing the voter’s information sheet (VIS) used during last Monday’s midterm election.
In a press conference on Wednesday, Guanzon was irked upon learning that the NPO has reportedly subcontracted the printing of more than 61-million copies of VIS to a private firm which was a violation of existing regulations of the Commission on Audit (COA).
Guanzon stressed the NPO has subcontracted the printing of the information sheet to Holy Family Printing Press without undergoing bidding process.
“That’s against COA rules yang subcontracting na yan. Kaya nga sila (NPO) ang pinili namin para wala na kaming bidding kasi napaka hapitin na (sa oras)… kung ng totoo sinubcontract nila yan, bawal yan sa COA,” said Guanzon.
The poll body official insisted that NPO should have notify the COMELEC en banc before tapping the services of a private sub-contractor.
Guanzon further stressed that if proven that the agency did commit the act, then she will pursue the filing of criminal charges against NPO officials before an appropriate government institution.
“That is a crime! Dapat sinabihan kami hindi nyo pala kaya magprint noyan. Kaya sa inyo binigay kasi gobyerno din kayo. Tapos ganyan?” said Guanzon.
