Tiba-tiba sa Albay! Sacelda’s home province gains P670M in 2020 budget
The province of Albay has scored big under the ratified P4.1-trillion national budget for 2020.
Albay is the biggest winner in next year’s General Appropriations Act (GAA) as Congress allotted P670-million worth of infrastructure allocations based on the list revealed by Senate Finance Committee vice chair Panfilo Lacson on Wednesday.
Lacson released the list as he disclosed that “1,253 budget items worth P83.219 billion” that was apparently “used as the congressmen’s ‘source’ of their ‘list” of 742 projects worth P16.345 billion—inserted in the bicameral conference report that was signed by both panels on Wednesday morning.
Two members of House contingent in the bicam hailed from Albay namely, Committee on Ways Means chair Joey Salceda (2nd district) and Rep. Edcel Lagman (1st district), who were both former chairpersons of the power Appropriations panel during the Arroyo administration.
Also included in the provinces with the biggest share under 2020 GAA include Cavite with P580 million; Sorsogon with P570 million; Batangas with P502 million; Bulacan with P440 million; Pangasinan with P420 million; and Cebu with P410 million.
Lacson said he “cannot ascertain if indeed only P16.345 billion or the bigger amount of P83.219 billion was inserted at the last minute prior to the bicam signing.”
“What is clear though is that there are still lump sums and vaguely described projects that are now part of the bicam report,” said Lacson.
