House Speaker Alan Peter Cayetano made President Rodrigo Duterte appear like a “lame duck” politiko when he moved to stay in his post despite the term sharing agreement on the speakership, Special Envoy to China Mon Tulfo said.
In his October 8 column for the Philippine Daily Inquirer (PDI), Tulfo said the rejection by 184 lawmakers of Cayetano’s resignation offer a day after meeting with Duterte made the President’s words meaningless.
“[W]hat was the use of Digong brokering the agreement if it would not be honored at all? What does that make of the President but a lame-duck leader before his term expires on June 30, 2022,” Tulfo said.
The Manila Times columnist said the House cannot claim to be an independent, co-equal branch of the government as far as the speakership fight is concerned because there was a clamor for Duterte to mediate between Cayetano and Marinduque Rep. Lord Allan Jay Velasco.
“These days, a man who doesn’t honor his word like Cayetano is even placed on a pedestal by his peers!” Tulfo exclaimed.
